Not established. The recorded concentration deserves investigation, but a high count or population-based comparison is not a national ranking of driving risk.

Rainfall and drainage
Public station observations provide weather context, not conditions at every crash. Exact event dates/times, nearby hourly or finer observations, drainage/standing-water evidence and comparable non-crash periods are needed to test a rain explanation. Rain is not established or ruled out as a district-level explanation.
Job-specific surfacing specifications, material/batch records, friction tests, maintenance dates and exact road segments are needed. A tender, budget allocation or standard specification does not prove what was installed at a crash location.
Clay banks and works timing
The clay-bank question needs dated pre-collision imagery and an exact works and road-segment chronology. Later photographs or an allocation alone cannot establish the earlier condition. No cause or responsibility is inferred.
Traffic and road users
Resident population is not a measure of journeys or vehicle-kilometres. Segment-level traffic counts, road class and time-of-day exposure are needed before comparing driving risk. The TII traffic-count overview supports the availability of traffic-count methods and services, not an actual district denominator here.
The published plan’s Action 49 sets a 15-day LA16 target after a fatality occurs; the Council’s 2025 report states all 2025 LA16s were completed. Individual forms, dates, findings, recommendations and follow-through records are needed to assess a particular collision. An annual status statement does not establish each case’s timing or outcome.
Two Kilmoyler entries — do not merge the road identifiers
The Council’s published 2025 works schedule contains:

L-31011-0, Kilmoyler: a separate Climate Change Adaptation entry showing €113,240.
These are schedule/budget entries, not proof of actual expenditure, completed works or the material laid. The reviewed records do not establish either entry’s exact link to the bridge approach or that works were underway on 24 April 2025. The next evidence needed is the task order, exact road limits, site dates, delivery/testing records and completion record. No relationship to a collision is inferred.

Tipperary County Council record: the signed minutes of the 26 May 2025 Tipperary-Cahir-Cashel Municipal District meeting identify James Swords as District Engineer. The response recorded on page 6, following the District Engineer introduction on page 5, says that any recommendations from the Garda report would be implemented. This is a conditional statement, not a parapet-specific repair promise. The minutes list James Murray under apologies; a separate newspaper report dated 29 May 2025 (Text-only reader (third party)) attributes the response to Murray.
