How “no records” was produced
In its own words. A request that ran from the year 2000 was answered by searching files back only to 2014, under a road number that carries almost no history, in the record systems least likely to hold the key document.
- The council wrote: “the correct number is L3151.”
- It searched its CRM “for *speed* from 2014 to date” and its minutes “back to 2014 (when North Tipperary and South Tipperary County Councils merged).”
- The request covered records from 2000. The 2014 council merger became the cut-off.
- The document that flags the parapet and costs it at €450 is a South Tipperary County Council
commission dated 4 March 2014 — filed under a third identifier,
TS-LP3101-001.00 (Eirspan bridge database — never searched), that was never searched.
Right locality. Wrong record system. Wrong date range. Two of three identifiers. Result reported: no records found.
