How a 1.25-metre wall became nine inches
Everywhere the parapet was maintained it stood at the modern standard. At the point of impact it did not.

The 2014 inventory recorded a minimum parapet height of 0.55m and a parapet thickness of 0.43m. The January 2025 inspection recorded that “capping of the downstream wall has been partly removed.” The missing capping is the defect: it is what lowered the wall below standard height at the one point it mattered.
