Geography and definitions
South Tipperary is the four 2022 LEAs: Clonmel, Carrick-on-Suir, Cahir, Cashel-Tipperary. Together they represent the Clonmel, Carrick-on-Suir and Tipperary–Cahir–Cashel municipal districts. The fixed 2022 resident population used here is 89,726.
West Waterford is the Dungarvan–Lismore Municipal District: the Dungarvan and Lismore 2022 LEAs. Its fixed 2022 resident population is 33,738.
Both areas use the same six complete calendar years and a fixed-population calculation. The areas are not matched for traffic exposure, road mix or travel patterns. Rates use the selected area's people killed divided by its fixed 2022 resident population and six complete years, multiplied by 100,000. This is not traffic exposure, vehicle-kilometres, a per-journey rate or the personal risk faced by an individual resident.
Unknowns and caveats
- The two areas differ in population, settlement pattern, road network and traffic mix.
- West Waterford's five deaths make its estimate unstable; one or two deaths would materially change its rate.
- Resident population is not vehicle-kilometre exposure: visitors, commuters, freight and through-traffic cross the boundaries.
- Serious-injury figures are collision records, not necessarily the number of people seriously injured.
- Serious records are not people and are not all reported crashes.

Method and sensitivity
Primary aggregates use the declared coordinate method: RSA source rows are assigned by published coordinate to official 2022 LEA polygons, then selected for the four South Tipperary or two West Waterford LEAs. One South serious-injury RSA record has County text saying Cork, while its published coordinate is inside the Cahir LEA polygon. It is included under the declared coordinate method. Neither the County field nor the coordinate is assumed infallible; the actual location remains uncertain.
The source extract was retrieved on 2026-09-20. RSA collision information for 2022 onwards is provisional and subject to change. It contains 185 rows with missing coordinates; those rows remain nationally unassigned and are not allocated to either selected region.
County-label sensitivity: restricting the South serious-record count to RSA County text “Tipperary” gives 130 serious records, 24.15 per 100,000 per year, and 168 fatal-plus-serious records at 31.21 per 100,000 per year. The coordinate method gives 131, 24.33, 169 and 31.39. West Waterford remains 51, 25.19, 56 and 27.66. Both aggregate scenarios show a similar serious-injury record-rate finding; the primary fatal-plus-serious rate ratio remains about 1.13; neither field is assumed correct about the one disputed location.
