477 bridges, and a backlog
The scale of the maintenance task is real. It is also the council's defence — and its own records show where Killardry sat within it.
At the Municipal District meeting of 25 May 2026, the District Engineer told members there are 477 bridges in the Tipperary–Cahir–Cashel district; that year 14 were submitted for funding and 3 were approved, against about €1 million in county bridge funding. Killardry, rated Significant Damage in January 2025, was not among the funded structures.
The scale of the backlog is the council's own explanation for why individual bridges wait. The family's question is a different one: not why every bridge cannot be funded at once, but why a bridge the council's own engineer had just rated as significantly damaged — with a five-metre length of wall collapsed and no signs — was left open on the road, with none of the immediate signing-and-guarding measures the council's own rules provide for, in the ninety-three days before Bronagh died there.
